It is always hard to determine how much force - and what type of force - is needed in any type of altercation.
It is very easy to be wise after the event! However, it may seem like these folks here (from Rootstown Township, Ohio) didn't have the skills and training needed to restrain a shoplifter who tried to take off - something very few have any type of experience to deal with unfortunately.
It is not too difficult if you work as a team - and if you have the proper type of techniques to hold someone (alone it is very difficult, no matter what your training might be).
What most people do wrong is to use too much weight upon a prone person - in effect choking the person to death, or using too much force on the neck or chest.
If something goes terribly wrong, you may end up being the target of a lawsuit, like the people in this case seems to be subject to.
In January 2004, a shop-lifter walked to a store parking lot after loading a cart with groceries. A manager and an employee approached the man, whereupon he attacked the employee. The two workers and two passers-by tried to restrain the man while waiting for police.
With the four men on top of him, the man died of asphyxiation from force applied to his neck and torso within minutes. A County coroner reportedly ruled the death a homicide.

Looking for targets
In Japan, a 34-year-old man from Kawasaki is been charged with rape and attempted rape according to media. His latest victim was a female crew member on a first-class JR train carriage, according to yomiuri.co.jp. The rape occurred April 2 when he showed the crew member, in her 20s, into a restroom.
It is reported that the man also is charged of attempting to rape and injuring another female crew member aboard the train about one week before the rape. This assault also took place in a restroom on board the train.
"I knew female crew members were present in the first-class carriages and so I targeted them. I thought no one would notice because few passengers rode the train at that hour," the man is reported to admit.

Guys too
If you believed only females got knocked out by "date-rape" drugs, then think again. You have to be aware that the stuff is being used also to rob people.
Kvue.com reports about cases in Texas (Dallas and Houston) where women allegedly have targeted men at hotel night clubs and used some type of drugs to spike their drinks.
A police spokesman said that this has happened shortly after meeting them, and that the rest of the night is a blur until they find their property gone when they wake up the next morning. All of these male victims wore expensive watches, police said.
Police said these professional crooks are flirtatious, and that at least 8-cases have been reported since November 2007.

Classic cases of distraction
In Iowa City (Iowa), police are searching for a predator (or perhaps more than one person), according to gazetteonline.com. Police say young women have been targeted in downtown neighborhoods for months.
There are reportedly more than 31 reported incidents over a period of 12 months. The cases have similarities in more ways than the description of the perpetrator - a college age, white male of average weight an height.
Victims are often distracted, talking on cellular phones or fumbling with keys.
The man sneaks up on his intended victims and flees when they resist. Police says he targets college-aged females walking alone in residential areas which are poorly lit at the time of the attack. His victims are nearly always wearing a skirt or dress at the time of the attack, according to police.
The perpetrator often may confront his intended victim for less than a minute before fleeing, police said.

More targeting
Canada -- Vancouver.24hrs.ca reports that Asian women are being targeted in the latest string of violent purse snatchings, according to police.
A Police spokesperson says that five women have been assaulted from behind and robbed in southeast Vancouver between December 4 and December 9.
"The suspect comes up from behind and brutalizes the victim," the spokesperson said. Some women were hit in the back of the head with something like a police baton.
In the past, Asian women were targeted by thieves because of a perception immigrants are less likely to report crimes.

Targeting
More cases about the hazards of not being aware of your surroundings.
northjersey.com reports:
A 25-year-old suspect in a series of rapes and attempted rapes that occurred in the city's East side has been arrested, Paterson police (New Jersey) said. The man targeted young, petite Latinas. Since November 2006, he attacked at least five victims between the ages of 16 and 34.
According to police he looked for women who were distracted with cell phones and iPods before sneaking up on them from behind. They say he grabbed his victims with a choke hold, dragging them to a yard or an alleyway and then whispered in their ear before assaulting them.
And here's another report from East Lancing, Michigan:
A young woman called police saying she was approached from behind and fondled on a street by the Eli Broad School for Business building just after 11 p.m. Tuesday. She fought back and got loose in order to run away.
Another student told police a man with a tried to pull her jogging pants off while she was walking the river trail late Sunday. She also fought back and ran away.
"Both of these individuals were alone at the time," a MSU police spokesperson said. Both women escaped without injuries, but don't know the attackers. Police warn the women attacked were distracted--one was just finished making a call, the other using an iPod.

Ornamental stick-fighting
UK -- A 66-year-old mother of five originally from Belfast, grabbed an ornamental wooden stick (called a shillelagh) from her wall, shouting "Are you ready for me?" before swinging it at two men, who burgled her home after claiming to be from the water board.
The feisty woman told police the men were frozen to the spot as she grabbed one by the neck and lashed out at them, before shouting to neighbours for help. The men fled and made off in their van with her purse and a sum of cash, but were arrested after police chased them down.
The woman said she hoped that her bravery would inspire other elderly people to defend themselves."I shouted at them and I started hitting them. I think they realised then that they had picked on the wrong person," she said.
"They thought I was an easy target, but I am not soft. I grew up in Belfast and I've got five children and 17 great grandchildren. I won't be pushed around. "I don't think I was brave," she said. "I just didn't think about it. They were trying to rob me and I was going to defend my home."

Still not convinced?
Still not convinced about the dangers of walking oblivious to your surroundings?
Story:
Tokyo police have in custody a suspected rapist who stalked women walking alone at night while using their cellphones or listening to music players, sources said.
The 28-year-old man, a South Korean student living in Tokyo's Shinjuku Ward, has admitted to police that he attacked several other women.
According to police, the man said he targeted women carrying plastic bags from convenience stores, thinking that they likely lived alone.
He also singled out women wearing headphones or talking or texting on their cellphones because they "tend not to notice that they are being followed," according to police.

Watch out!
Most people buying and selling through auction sites and classified ads are honest. Unfortunately there are also some bad seeds.
Story:
D.N.A. evidence links an attempted sexual assault case in Colorado Springs from 2004, to more cases nation-wide, and bringing up questions about how to stay safe when selling things through newspaper and internet classifieds.
Ebay, Craigslist, your local paper... they're all great places to unload your unwanted clutter, but El Paso County detectives say they also can make you a prime target for crime.
In August 2004, a woman living in an apartment in Cimarron Hills advertises her wedding dress in a local paper. A potential buyer showed up wielding a gun.

Payphone
When using a payphone it's a common habit to face away from the door (or people) - facing the phone. This is a bad habit!
Try instead to have your back against the wall/phone. Yes I know this may make the conversation feel less "private", but you will be a much harder target to hit.
I suggest you begin to watch how people act when they're on a payphone or a cellular phone in public. Then you will see how easy it is for a criminal to set many of these people up for an assault or a theft.
Story:
Toronto, Canada -- Police are investigating after a 36-year-old woman was pulled from a payphone and sexually assaulted in the city’s east end early Saturday morning.
The victim was using a payphone at about 5:30 a.m. when a man grabbed her from behind and dragged her to a nearby grassy area, where she was forced to the ground and sexually assaulted, police said.
The woman fought with her attacker before he fled.

Please stop!
Could someone please remove these spineless school officials or do we have absolute tolerance for zero tolerance stupidity?
Then do take a good read on what martial arts instructor Pedro Delgado has to say! I can personally attest the effect of it.
Story:
Coral Springs parent Janice Davidow said she spent two years fearing for her 14-year-old son every time he left for school.
She said bullies have shoved her son Troy into a concrete wall, pushed him down stairs, knocked him head first onto the ground and yanked off his backpack, throwing it into the mud.
Troy, who is "skinny" and has mild learning disabilities, was an easy target, said Davidow.
She finally pulled her son out of Sawgrass Middle School in November after a boy strangled him with a piece of clothing and knocked him unconscious when he tried to get away, Davidow said.
"It was a matter of survival, not defense," she said. "Every parent is extremely powerless."
Troy was suspended for fighting back, added Davidow, who has filed two reports with the Coral Springs Police Department.
Martial arts instructor Pedro Delgado, of Sunrise, said until bullying is wiped out in the schools, he has another solution.
"They were cornering him, intimidating him," said Delgado, remembering his son's hard times at Sandpiper Elementary in Sunrise. "I started training him and taking him to karate school and he gained so much confidence nobody bothered him anymore."

The element of surprise
Here's a small article pointing to the important element of surprise.
This factor is often times forgotten by many when it comes to any self-defense situation and fighting scenarios.
If we don't consider that things may not be what they seem in the first place, or that a given situation may take unexpected turns, then we may be in for a big surprise!
The element of surprise is one of the major factors of coming up with the upper hand in any self-defense situation. That is, turning the tables on an attacker who thinks you are an easy target.

Obviously oblivious
Have you ever watched someone speaking on a mobile phone or a pay-phone? Have you seen how all their focus is directed towards the person they're talking to?
You may also begin to watch people with earplugs or headsets from phones, portable CD-players, mp3 players, iPods etc.
Just watch how easily you can approach these people walking or standing in their own "time and space". Does this tell you something? Don't you think a purse-snatcher, thief, mugger, rapist, crook, villain and other people of that ilk sees the same thing?
I can promise you they do - in fact I know they do! After studying and talking with many of these people I'll tell you this is one of the first signs they see in a potential victim: someone not fitting in or being unaware of the surroundings.
So you do the math - it's your call:
What is more important, listening to some music and shutting out the rest of the world; Or, making it more likely you come home in one piece and with all your belongings still there?
You can indeed close in on music or a phone call, and be alert to your surroundings simultaneously. But this takes practise, often a lot of practise...

So, you want to be a target?
Small wonder some people are being picked as a target!
Victims are never, ever to blame for any form of violence. Still, there is a lot we can do to avoid being victims. Read this highly illustrating story from http://gauravsabnis.blogspot.com to see how some people are being easy targets for criminals and low-lives. How hard can it be to make it a little harder for them?
And again (for safe measures): The perpetrator always has the sole responisbility for the criminal act - not the victim/s!
